On May 13, 2025, AIA Maryland proudly joined Delegate Sheila Ruth at the State House in Annapolis for the ceremonial signing of House Bill 277 / Senate Bill 96, titled Environment – Water Bottle Filling Stations – Requirement. This legislation mandates the installation of water bottle filling stations in specific new constructions and renovations across Maryland, aiming to promote sustainability and reduce single-use plastic waste.
The bill, sponsored by Delegate Ruth and Senator Brooks, was officially signed into law by Governor Wes Moore during a public ceremony attended by legislators, advocates, and community members. AIA Maryland’s presence underscored its commitment to environmentally responsible design and public health initiatives.
Under the new law, effective October 1, 2025, at least one water bottle filling station or a combined water bottle filling station and drinking fountain must be installed in all new constructions and certain renovations where drinking fountains are required, as stipulated by the current version of the International Plumbing Code adopted by the state or local law or regulation. The Maryland Department of Labor is tasked with adopting regulations to implement these provisions .
This legislation represents a significant step forward in Maryland’s efforts to enhance public health infrastructure and environmental sustainability. AIA Maryland commends Delegate Ruth, Senator Brooks, and all stakeholders who contributed to the passage of this important measure.
